Overview & History
To solve the waste problem in the Taiwan Area, Environmental Protection Administration (EPA), Executive Yuan, officially approved the “Construction Project for Waste Recourses Recovery (Incineration) in Taiwan Area" on September 2, 1990 to dispose the increasing garbage by incineration. In the same year EPA selected the area where Nanliao Landfill was located at that time as the site of the Hsinchu Refuse Resource Recovery Plant and commenced the planning and environmental impact assessment. Planning of the appearance for the entire plant was outsourced to the international well-known Pei Cobb Freed & Partners in November 1992, and the construction was outsourced in March 1994 under a turnkey contract. The project was completed collaboratively by domestic and international companies.
The landfill was launched in 1973 and closed in November 1994. There, waste was buried in the reclamation land. The site is 30 hectares in area and 5.5 hectares of the land is used to build the waste incineration plant. Construction of the plant was commenced in April 11, 1995 and completed in August 2000. The test run started not long after the completion of the construction. The plant was officially launched on February 16, 2001 to dispose about 900 tons of garbage from Hsinchu City, Hsinchu County, Taipei County, Taoyuan County and Miaoli County every day. The generated power per day was 23,725 kilowatt-hour (degrees).
The treatment of garbage in Hsinchu City entered a new era when the incineration plant was launched I not only effectively controls the emissions of pollutants, avoids the production of odor and prolongs the life of the immersion-type landfill, but also converts the thermal energy produced during incineration of the garbage into electric power and brings the benefit of resourcization.
